Fire Station 34 “A” Shift

Last week fire department personnel from MontgomeryCounty, Washington DCand Northern Virginia stopped by the Fisher Houses in Bethesdato help support our wounded warriors and their families. TheFisher House is an organization that provides a home away from home for thefamilies of our wounded warriors who are receiving medical care at a nearbymilitary hospital or medical center.

The group provided appetizers, salads, Baked Ziti anddessert for the soldiers and their families that were staying there. It was an honor and privilege for allinvolved!

What’s Invisible, Has No Smell, But Can Kill You? Carbon Monoxide

Carbon monoxide is the most common cause of death by poison in the United States, killing more than 500 people every year. It is one of the most dangerous poisons because often people don't know it is present until it is too late. The best way to protect yourself and your family from carbon monoxide poisoning is to buy a carbon monoxide (sometimes referred to as CO) detector for your home. A properly working carbon monoxide detector can provide an early warning before deadly gases build up to dangerous levels. If you live in a home that is two stories or more, you might want to install two.

If you notice these symptoms and suspect that carbon monoxide is the cause, leave the area immediately and get outside to fresh air. Call 9-1-1 and seek medical help.

Be reminded: Installing a carbon monoxide detector does not eliminate the need to have a smoke alarm in your home. Carbon monoxide detectors do not detect smoke and smoke alarms do not sense carbon monoxide.

CO poisoning is the leading cause of accidental poisoning deaths in America.

Facts

· CO is a produced anytime a fuel is burned. Potential sources include gas or oil furnaces, water heaters, space heaters, clothes dryers, barbecue grills, fireplaces, wood-burning stoves, gas ovens, generators and car exhaust fumes.

· Every year more than 10,000 people die or seek medical attention due to CO poisoning from home-related products. (Source: Consumer Product Safety Commission)

· More than two-thirds of Americans use gas, wood, kerosene or another fuel as their home's major heat source.

· 65% of CO poisoning deaths from consumer products are due to heating systems.

· Only 27% of homes in America have carbon monoxide alarms, according to recent industry research.

· An idling vehicle in an attached garage, even with the garage door opened, can produce concentrated amounts of CO that can enter your home through the garage door or nearby windows.

· CO poisoning deaths from portable generators have doubled for the past two years, and many of these deaths occurred in the winter months and during power outages.

· A poorly maintained gas stove can give off twice the amount of CO than one in good working order.

Prevention

· Install at least one battery-powered CO alarm or AC-powered unit with battery backup on each level of your home and near sleeping areas.

· Have a licensed professional inspect heating systems and other fuel-burning appliances annually.

· Install fuel-burning appliances properly and operate according to the manufacturer's instructions.

· Keep chimneys clear of animal nests, leaves and residue to ensure proper venting. Have all fireplaces cleaned and inspected annually.

· Do not block or seal shut the exhaust flues or ducts used by water heaters, ranges and clothes dryers.

· Do not leave your car running in an attached garage or carport.

· Do not use ovens or stoves to heat your home.

· Do not use charcoal or gas grills inside or operate outdoors near a window where CO fumes could seep in through a window.

· Check all carbon monoxide alarms in your home. Do they use the most accurate sensing technology? Do they need new batteries?

Replace CO alarms every five to seven years in order to benefit from the latest technology upgrades.

MCFRS Technical Rescue Specialists Assist in Rescue of a Man Trapped in Cave

Just after 6:45pmlast night, Montgomery County Fire Rescue was contacted by the MarylandEmergency Management Agency and requested to assist Washington County FireRescue with a spelunker trapped in a cave in the Clearpsring section of westernWashington County.The spelunker was amongst a group of 4 that were exploring the cave before hegot trapped about 250 feet from the entrance point. The cave, know asSchtrumph's Cave, consists of some very narrow passages roughly 18" widewith cork screws and narrow long passages.

Personnel from Washington County Fire Rescue had establishedcommunications with the victim and provided the victims companions with rescuetools, two-way communications equipment, and atmospheric monitoring equipmentwith which they began to chip away at the rock structures entrapping him.

As technical rescue specialists from Frederickand Montgomery Countyarrived to assist, an action plan was developed that supported rescuersentering the cave to make access to the victim.

As the rescuers prepared to enter - the associates with thevictim radioed that he was free and would begin to work out to the caveentrance. Two rescuers from Montgomery County made entry and met thevictim about 100 feet below the entrance. They assessed the patients’ medicalcondition and created an improvised harness and utilized a mechanical system toassist the victim up several vertical elements within the cave.

The victim exited the cave at roughly 10:15pm and just less than 5 hours since the first 9-1-1 call was made. The victim wastransported to R Adams Cowley Shock Trauma Center in Baltimorefor treatment and assessment.

When is My Child Old Enough to Stay Home Alone?

Parents often ask, "When is my child old enough to stay home alone?" Decisions involving child safety go far beyond the law and require careful, realistic evaluation of each individual child's readiness.

Maryland State Law:

Maryland Child Protective Services Procedures (SSA95-13) define an "unattended child" as:
- A child under eight left alone or in the care of a person who is not reliable or who is under 13.
- A child aged eight through 12 left alone for longer than brief periods without support systems which should include phone numbers of parents, other family members or neighbors, information about personal safety, and what to do in an emergency. Children in this age group may not be left to care for children under the age of eight.
- A child 12 or over who is left alone for long hours or overnight or with responsibilities beyond capabilities or where there is some special risk factor such as mental retardation or physical handicap that would indicate that the child may be in jeopardy.
- A child who has been abandoned.
- A child of any age who is handicapped and left alone, if the handicapping condition constitutes a special risk factor which indicates that the child is in jeopardy.
Maryland Family Law, 5-701(p) states that NEGLECT is "the leaving of a child unattended or other failure to give proper care and attention to a child by any parent or other person who has permanent or temporary care or custody or responsibility for supervision under circumstances that indicate: that the child's health or welfare is harmed or placed at substantial risk of harm."
The Montgomery County Child Protective Services defines neglect as "the chronic failure of a parent, caretaker, household or family member to provide a child under 18 basic needs of life, such as: food, clothing, shelter, medical care, attention to hygiene, educational opportunity, protection and supervision. Cultural standards which differ from those of most of the community are not necessarily neglect." To make a report call 240-777-4417.

Deciding if Your Child is Ready to Stay Home Alone When the Law Permits:

You know your child and can best determine when she or he is ready to be alone. Factors such as emotional maturity, common sense and self-confidence must be considered. Ask yourself these questions to help you reach your decision:

Does your child want to stay alone?
Can your child use the telephone?
Can your child lock and unlock the door properly?
Can your child follow directions?
Does your child know what to do in an emergency?

Prepare Your Child:

Help your child to be ready to stay home alone gradually, beginning with very short periods of time. Make certain that your home is safe. These guidelines will help prepare your child for this important step:

Post important phone numbers and make sure your child understands when and how to contact parents, reliable neighbors, and emergency aid
Have your child call a parent at work or a responsible adult to report safe arrival home from school.
Practice situations that may occur when your child is alone - (What will you do if someone comes to the door? How will you answer the phone if someone calls for your parents? When should you call your parents at work? Etc.)
Plan time after you return home to listen to your child's account of day's events and deal with problems and questions.
Be sure you have a Family Emergency Plan in place.

Accident This Morning in the 7400 Block of Hawkins Creamery Road

There was no environmentalhazard and MCFRS remained on the scene to assist with offload of the product.Salt trucks were requested and the cause of the accident remains underinvestigation. New Technology Makes Diagnosis Possible During Ambulance Transport

Those with Heart Attack SymptomsShould Always Call 911

Rockville - Anupdated EKG (electrocardiogram)system that transmits heartrhythm data and vital signs is now available in Montgomery County advanced life support ambulancesmaking it possible to notify EmergencyDepartment physicians within moments of a paramedic diagnosis, saving valuable time during transport tothe hospital.

Background

The window of time from when a patient starts experiencingheart attack symptoms to the moment the patient receives treatment is acritically important period. This newly acquired equipment allows paramedics tosend critical data directly and securely from remote locations to awaiting areahospitals and accelerates the diagnosis process while shaving off critical timethat can ultimately make a difference in patient outcome and survival. Whilehospitals and first responders have many protocols in place to ensure thatcardiac patients are diagnosed and treated quickly, providing this earlydiagnosis “en route” ensures that the hospital team will be mobilized andstanding by to intervene with angioplasty, as needed, so that blocked heartvessels can be opened, blood flow to the heart restored and heart muscle (andlives) saved. This time period from diagnosis to the opening of thevessels is known as “door to balloon” or D2B time. According to guidelines bythe American Heart Association, optimal D2B time is 90 minutes or less.

“This technology is the perfect example of collaboration atwork to save lives,” said Fire Chief Richard Bowers. “The technology enhancesour ability to network with the hospitals, speed up care for heart attackvictims and provide critical patient care and it’s already made a difference inthe lives of several patients since the system was implemented.”

Problem

The signs and symptoms of a heart attack can be subtle andhard to identify. “One of the biggest challenges is that too often victims ofheart attacks will ignore symptoms or choose to drive themselves to thehospital when they suspect a possible heart attack,” said EMSChief Diane Zuspan. “The best course of action is to call 911 immediately forhelp. Our paramedics have the training, and now the technology, to diagnose aheart attack on the scene while working with our hospitals to provide the bestchance of survival.”

Patient Story

Mr. Kenneth Courage, age 61, experienced chest pain on July 29, 2011 and called anambulance. When EMSarrived at his home they performed an EKG at 10:38 am. The EKG was transmitted electronically via the LIFENETsystem to the Suburban Hospital Emergency Department, where Dr. Matthew Leonardconfirmed the diagnosis of STEMI (ST- segment elevation myocardial infarction)also known as a heart attack. A heart attack is caused by a sudden,prolonged blockage of an artery that supplies blood to a large area of theheart. To ensure the best outcome, the blocked artery must be opened quicklywith balloon angioplasty performed in a cardiac catheterization laboratory.

Once the diagnosis was confirmed, Suburban Hospital’s “Code Heart” team wasactivated. On that day the team included interventional cardiologist Dr.Yuri Deychak. Mr. Courage was transported directly to the hospital’s cardiaccatheterization lab, bypassing the emergency department. He arrived inthe catheterization lab at 11:07 am and his vessels were opened by theCode Heart Team 28 minutes later. The home/diagnosis to balloon catheterintervention time was 57 minutes.

LIFENET, a Web-based system, allows EMSteams in the field to send EKG readings to hospital staff digitally, with theresults immediately accessible on desktop computers as well as smartphones. At the hospital, teams of cardiologists, nurses and technologistsprovide 24/7 coverage in the cardiac catheterizationlabs.

All County hospitals which have the Cardiac InterventionCenter (CIC) designation from the State of Maryland,including Suburban Hospital, Shady Grove Adventist Hospital, WashingtonHospital and Holy Cross Hospital, collaborated with MCFRSto implement the LifeNet System. Each of the hospitals contributed towardthe initial equipment purchase and has agreed to support ongoing expenses.

Since July, many patients have benefited from this newtechnology and this new process, which appliedtogether with state and local protocols, bypass the Emergency Departmentand saves valuable time. The difference in minutes can be the differencebetween life and death.

Honoring ARMY Specialist Ronald H. Wildrick JR.

Today, personnel from several of our Fire Station's had the somber privilege to honor one of our countries fallen warriors.

ARMY Specialist Ronald H. Wildrick JR. of Woodsboro, Maryland, who died on December 11, 2011 in Kunar Province, Afghanistan, in service to our great country. Our personnel learned that his funeral procession would be passing through Montgomery County, via 270, as he made his way to his final resting place. Several stations along the route positioned apparatus and personnel on overpasses to honor the fallen hero.

Public Safety Personnel Learning About Autism

Right now, over 60 fire fighters and police officers are at our training academy learning more about Autism.

Captain Bill Cannata from the Westwood, MA Fire Department, who has an autistic son, developed this program and is today's instructor. The training is free thanks to a grant Bill received from the Dept. Of Homeland Security.

There are a few of our members in the class who have kids who are autistic.

I met Bill a couple of years ago at a conference and we have kept in touch hoping to be able to bring the training to Montgomery County.

The class was a sell out and we are hoping to bring Bill back in the near future.

Driving in Fog - Safety Tips

Stay Safe - Bill

Fog can be thought of as a cloud at ground level. It forms when the temperature drops to the dew point (the temperature at which air is saturated), and invisible water vapor in the air condenses to form suspended water droplets. Fog can reduce visibility to 1/4 mile or less, creating hazardous driving conditions. If you can't postpone your trip until dense fog lifts -- usually by late morning or the afternoon -- follow these tips:

* Drive with lights on low beam. High beams will only be reflected back off the fog and actually impair visibility even more.

* Reduce your speed -- and watch your speedometer. Fog creates a visual illusion of slow motion when you may actually be speeding.

* Listen for traffic you cannot see. Open your window a little, to hear better.

* Use wipers and defrosters as necessary for maximum visibility.

* Use the right edge of the road or painted road markings as a guide.

* Be patient. Do not pass lines of traffic.

* Do not stop on a freeway or heavily traveled road. If your car stalls or becomes disabled, turn your vehicle's lights off, and take your foot off of the brake pedal. People tend to follow tail lights when driving in fog. Move away from the vehicle to avoid injury.

Resolve to be Safe in 2012

Still looking for a New Year’s resolution? The Montgomery County Fire andRescue Service suggests making one that can truly benefit you and your family -- - resolve to be fire safe in 2012. Fire risks increase as the temperaturesdecrease and recent fire deaths across the country are tragic reminders that peopleneed to take action now to be safe during the winter months.

“There are two basic “Must Haves” that are integral to fire safety year-round,but especially this time of year,” said Fire Chief Richard Bowers. “We knowthat having working smoke alarms and carbon monoxide detectors, in combinationwith a home escape plan, saves lives. We’re asking residents to ensure these life-savingdevices are present and functional in their homes.”

Fire Safety Tips

- Install workingsmoke alarms on every level of your home including basements and in all sleeping areas. If your alarms arehard-wired, be sure they have a battery back-up.

- Consider sleepingwith bedroom doors closed. Closed doors provide a barrier against smoke and may provide more time to escapetime in the event of a fire. If you sleep with bedroom doors closed, make sure everyone canhear the smoke alarm or consider installing one inside the bedroom.

- All smoke alarms have expiration datesand should be replaced every ten years, even if they appear to be working. Followmanufacturer recommendations for a replacement schedule.

- Smoke alarms should be tested monthlyand batteries changed annually. A “chirping” sound may indicate thatyour battery is low and needs to be changed right away.

- Make sure your home is equipped withcarbon monoxide detectors. Carbon monoxide is the leading cause ofaccidental poisoning deaths and, unlike fire, carbon monoxide cannot be seen, has no smell and without a detector youmay be at risk.

Heating Equipment

Heating equipment is one of the leading causes of home firesduring the winter months. In fact, half of all heating fires occur in themonths of December, January and February.

- Space heaters should be kept at least three feet from anything that can burn.Always turn off space heaters when leaving the room orgoing to sleep.

- Don’t use extension cords with space heaters. The high amount of current theyrequire could meltthe cord and start a fire.

- When purchasing portable heaters, look for units with automatic shut-offfeatures.

- Never use a gas range or oven as a substitute for a furnace or spaceheater.

- Fireplace ashes canmaintain enough heat to re-ignite for several days after a fire. When cleaning out the ashes, always assumethey are still hot and use a metal can to contain them in for disposal. Themetal can should be stored away from the home (never in an attached garage, breezeway or on a deck).

Cooking
Cooking fires are the number one cause of home fires and injuries. The leadingcause of fires in the kitchen is unattended cooking. It’s important to be alertto prevent kitchen fires.

- Never leave cooking unattended. Turn off the burner if you need toleave the room.

- Wear appropriateclothing and avoid long, flowing sleeves and open, loose-fitting shirts that can easily come in contact with hotburners.

- Keep anything that can catch fire - - potholders, towels, wooden utensils,food packaging and curtains - - away from the stovetop.

- Always unplug appliances. Not only can it save money and energy, it’s safershould there be a power surge or electrical malfunction.

I thought I would pass along some great advice from our friends at the National Fire Protection Association (NFPA) re post holiday storage and disposal of seasonal decorations. Also included, a video of what could happen if you keep your dry Christmas tree up too long from National Institute of Standards and Technology (NIST).

According to the National Fire Protection Association (NFPA), there are more home structure fires in the cooler months than any other time of year. As pine needles begin to drop on living room carpets, NFPA is offering suggestions for safe storage and removal of holiday decorations.

“It’s not uncommon to see residents keeping lights and Christmas trees up past December,” said Lorraine Carli, vice president of communications for NFPA. “The reality is, continued use of seasonal lighting and dried-out Christmas trees can pose significant fire hazards in and outside the home.”

Although Christmas tree fires are not common, when they do occur, they have a higher chance of being deadly. NFPA recommends getting rid of the tree when it’s dry. Dried trees should not be kept in the home, garage, or placed outside against the home. Check with your local community to find a recycling program.

In 2005-2009, holiday lights and other decorative lighting were involved in an annual average of 150 home fires, 8 civilian deaths, 14 related injuries, and $8.5 million in direct property damage. To reduce the risk of holiday light fires and keep equipment in good condition for next year, follow these storage suggestions:

To unplug electric decorations, use the gripping area provided on the plugs. Never pull the cord to unplug a device from electrical outlets. Doing so can harm the cord’s wire and insulation and even lead to an electrical shock or fire.
As you’re putting away electrical light strings, take time to inspect each for damage. Throw out light sets if they have loose connections, broken sockets or cracked or bare wires.
Do not place a damaged set of lights back into the storage box for next year’s use.
Wrap each set of lights and put them in individual plastic bags, or wrap the lights around a piece of cardboard.
Store electrical decorations in a dry place where they cannot be damaged by water or dampness. Also, keep them away from children and pets.

Heating equipment is one of the leading causes of home fires during the winter months. In fact, half of all home heating fires occur in December, January, and February, according to NFPA's Home Fires Involving Heating Equipment (PDF, 723 KB) report.

NFPA and the U.S. Fire Administration (USFA) are working together to remind everyone that home fires are more prevalent in winter than in any other season. Learn more information about the organizations’ joint safety campaign, “Put a Freeze on Winter Fires.”

Install and Maintain Smoke Alarms. It’s the LAW!

Rockville - - - Montgomery County fire officials have confirmed that there were no working smoke alarms present in several significant residental fires in the County this fall. Fire Officials are urging residents to test their smoke alarms to ensure they are working while reminding residents that the Montgomery County code requires home owners to install, test and maintain smoke alarms on every level of your home and outside all sleeping areas. Failure to comply with this local law could result in a fine and/or imprisonment.

Most fatal fires occur at night when people are sleeping and experts say that the early warning from a working smoke alarm actually doubles your chances of escaping a home fire. Since the primary job of a smoke alarm is to awaken sleeping people and warn them of urgent danger, it is essential that smoke alarms are working and are proximate to sleeping areas of the home.

Fire Chief Richard Bowers reminds residents that as we approach the winter heating season, it’s critical that every home have working smoke alarms. “Most fires are preventable, said Chief Bowers. “Smoke alarms are one of the best and easiest safety features you can use to protect yourself, your family and your home. I strongly urge every resident to take a few minutes to test their smoke alarms, practice their home fire escape plan and replace any smoke alarms that are 10 years or older. Many people believe that smoke alarms last forever. They don’t.”

The Montgomery County Fire and Rescue Service offers residents free assistance with smoke alarm installation and maintenance. Over the last week, MCFRS has responded to several fires related to clothes dryers. Most of the fires were
preventable!

While most home appliances are used without incident, the U.S. Consumer Product Safety Commission estimates that 15,500 fires associated with clothes dryers occur annually, causing an average of 10 deaths, 310 injuries and more than $84.4 million in property damage. A lack of maintenance, buildup of lint, placing inappropriate items in the dryer and inadequate venting are frequently cited as contributing factors.

Did You Know?

Eighty-percent of American homes have clothes dryers.
A full load of wet clothes placed in a dryer contains about one half gallon of water. As the clothes dry, lint forms and builds up, reducing airflow in the dryer's vent, potentially causing the dryer to work improperly or overheat.

Clothes Dryer DOs:

DO clean the lint screen/filter before or after drying EACH load of clothes.If using fabric softener dryer sheets periodically rinse the lint screen in warm water with soap to unclog the build up of softener.
DO clean the dryer vent and exhaust duct periodically.
DO have a certified service technician clean and inspect the dryer and venting system regularly.
DO replace plastic or vinyl exhaust hoses with rigid or flexible metal venting, which provides maximum airflow.
DO keep the area around the dryer clean and free from clutter.
Always use the appropriate electrical outlet for dryers and all major appliances.

Clothes Dryer DON'Ts:

DON'T place clothing or fabric stained with a flammable substance, such as alcohol, cooking oils, gasoline, spot removers or motor oil, in the dryer. Flammable substances give off vapors that could ignite or explode. Instead, dry the materials outdoors.
DON'T leave a dryer operating if you are not home.
DON'T forget to read the manufacturer warnings in the user manual and on the inside of the dryer door.
DON'T dry any item containing foam, rubber or plastic, such as bathroom and non-slip rugs and athletic shoes.
DON'T dry any item that contains glass fiber materials, such as a blouse or sweater with glass buttons or decorations.
DON'T overload the dryer with wet clothes.

Put A Freeze On Winter Fires – Preventing Wood Stove and Fireplace Related Fires

Wood stoves and fireplaces are becoming a very common heatsource in homes. Careful attention to safety can minimize a fire relatedemergency. To use them safely:

Be sure the stove or fireplace is installed properly by aprofessional. Wood stoves should have adequate clearance (36”) from combustiblesurfaces, and proper floor support and protection.

Wood stoves should be of good quality, solid constructionand design, and should be UL listed.

Have the chimney inspected annually and cleaned ifnecessary, especially if it has not been used for some time.

Do not use flammable liquids to start or accelerate anyfire.

Keep a glass or metal screen in front of the fireplaceopening, to prevent embers or sparks from igniting combustibles outside thefireplace, unwanted material from going in, and help prevent the possibility ofbums to occupants. The stove should be burned hot twice a day for 15-30minutes to reduce the amount of creosotebuildup.

Don’t use excessive amounts of paper to build roaring firesin fireplaces. It is possible to ignite creosote in the chimney by overbuildingthe fire.

Never burn charcoal indoors. Burning charcoal can give offlethal amounts of carbon monoxide.

Keep flammable materials away from your mantel. A spark fromthe fireplace could easily ignite these materials.

Before you go to sleep, be sure your fireplace fire is out.NEVER close your damper with hot ashes in the fireplace. A closed damper willhelp the fire to heat up again and will force toxic carbon monoxide into thehouse.

If synthetic logs are used, follow the directions on thepackage. Never break a synthetic log apart to quicken the fire or use more thanone log at a time. They often burn unevenly, releasing higher levels of carbonmonoxide.

Fireplace ashes can maintain enough heat to re-ignite forseveral days after a fire. When cleaning out the ashes, always assume they arestill hot and use a metal can to contain them in for disposal. The metalcan should be stored away from the home (at least 20 feet and NEVER keep it inan attached garage or on a deck).

Fire can spread rapidly through your home, leaving you aslittle as two minutes to escape safely. Your ability to get out depends onadvance warning from smoke alarms and advance planning-a home fire escape planthat everyone in your family is familiar with and has practiced.

Because fires can grow and spread so quickly, having workingsmoke alarms in your home can mean the difference between life and death. Oncethe alarm sounds, you may have as few as two minutes to escape. Smoke alarmsare the most effective early warning devices available.

Montgomery County Fire and Rescue Service Live Streams Press Events via iPhone

I wanted to share a recent new addition to the MontgomeryCounty (MD) Fire and Rescue Service (MCFRS) Social Media tool kit that wastested out on December 14, 2011. The good news is it isfree and provides another layer of value added service for our countyresidents.

Using a hand held iPhone, MCFRS live streamed two pressevents that were held at one of our fire and rescue stations. The event was live streamed through our new UStream Site.

Twitter and Facebookwere used to announce what was going on and where folks could go to watchit. Of interest is the fact that one ofthe local web news outlets, GermantownPatch, embedded the streaming video onto their site as well thus providinga whole other platform, and audience, where people could view it. It is hoped other news sites will follow suitin the future.

This proved to be a good first run to see how things workedand what could be done in the future. The quality was not the best but, considering it was through an iPhone,it was not that bad either. Moresophisticated equipment should be used in the future but it is nice to knowthat the iPhone will work in a pinch or during an emergent situation. We will also be able to embed any future livestream events on our MCFRS Blog aswell.

The possibilities are endless!

Can we find you in an EMERGENCY?

In an emergency, police, fire and rescue workers depend on house numbers to find YOU as quickly as possible. Finding your home - especially at night - can be challenging if address numbers are unreadable, hidden, unlighted or have missing numbers and may delay emergency responders from getting to you as quickly as possible.

Are your house numbers visible from the street? Are they set on a background of contrasting color? If your house is hidden from the street, are your numbers attached to a visible fence, mailbox or gate? Is your mobile home identified with your house number? If you live on a corner, does your house number face the street named in your address?

If you've answered "no" to any of these questions, please follow the guidelines below to make sure your house number is easy to read:

Numbers must be visible from the street. Existing residential home numbering can be 3 1/2 inches high, however new residential homes must be at least 5 inches high and if you replace existing numbers they must be at least 5 inches high.
Numbers should be placed on a contrasting background, with a reflective coating on the numbers for easy visibility at night.
Repair or replace aging address number placards, especially on mailboxes that are a distance from the front of the residence.
Prune any bushes, tree limbs or other growth that has covered your house numbers.
Numbers should be placed on or beside the front door. If your door is not easily seen from the street, put the numbers on a post, fence or tree at the driveway entrance so they can be clearly seen from the street. In addition to numbers on the front door of your house, if you have a rural-style mailbox, reflective and contrasting numbers should be placed on both sides of the box so they can be seen by an emergency vehicle approaching from either direction.

Montgomery County Code on Addresses

The owner of any structure presently existing or constructed in the future must display Arabic numbers designating the address assigned to the structure by the Maryland-National Capital Park and Planning Commission, or by the municipality in which the structure is located. Numbers must be at least five (5) inches high for single-family detached and attached residences and at least six (6) inches high for commercial, industrial or multifamily structures. However, if the numbers designating the address of a single-family residence on April 5, 1988, were at least three (3) inches high, those numbers comply with the size requirement of this section as long as they remain in place. Address displays must be posted on a contrasting background displayed in a conspicuous place that is unobstructed and clearly readable from the street named in the official address of the structure. Where a structure has more than one (1) address or where more than one (1) structure shares a common entry or driveway, numbers must designate the addresses in sequence.
An agency of the county must not require a permit for a sign containing only the address of a residence if the sign is smaller than a maximum size set by the county executive by regulation.

The Montgomery County Fire & Rescue Service wants to help make your holidays joyful and safe. By taking the simple safety precautions listed below, you can help ensure that you and your loved ones will have a Fire Safe Home For The Holidays!

Lights and Candles

Decorate your tree using only UL (Underwriters' Lab Inc.) approved lights and cords. Inspect lights for exposed or frayed wires, loose connections or broken sockets. Do not overload extension cords. Use no more than three strings of lights on one extension cord, and never run an electrical cord under a carpet. Be sure to secure electrical cords so that children cannot pull them and topple the tree.
Turn off the tree lights when you go to bed, depart from home or leave the tree in an unattended room.
Keep burning candles out of the reach of children and pets; keep matches and lighters out of sight and locked away. Make sure they are in stable holders. Do not leave candles unattended - especially around children or pets.
Do not place candles near draperies or anything that might easily catch fire. Make sure you put out candles when you go to bed or leave the home.
Never Put Lit Candles on a Tree! Do not go near a holiday tree with an open flame - candles, lighters or matches.

Cooking

Never leave cooking food unattended - it is the number one cause of house fires.
Make sure you wear close-fitting clothing when cooking.
Put pans on back burners and turn all pot handles toward the back of the stove.
Never leave a child unattended in the kitchen. Close supervision is essential, whether children are helping an adult cook or simply watching.

Trees

When selecting a tree for the Holiday, needles on fresh trees should be green and hard to pull back from the branches, and the needle should not break if the tree has been freshly cut. The trunk should be sticky to the touch. Old trees can be identified by bouncing the tree trunk on the ground. If many needles fall off, the tree has been cut too long, has probably dried out, and is a fire hazard. A safer option is to buy a fire-resistant artificial tree.
Use a wide-based stand to make sure the tree is secure and will not fall over. Keep your tree in a container full of water, and check it daily.
Keep the tree away from heat sources such as fireplaces, radiators and heating vents. Decorate your tree with children in mind. Do not put ornaments that are breakable, have small detachable parts, metal hooks or look like food or candy on the lower branches where small children can reach them. Make sure tree lights are hung out of reach of young children. Also, cut back the lower branches to avoid eye injuries to small children.
Never burn Christmas tree branches, treated wood or wrapping paper in your fireplace. Dispose of your tree promptly after the holidays.

Other Related Tips

Have your furnace and chimney professionally inspected and cleaned.
Space heaters need space. Keep materials that burn easily at least three feet away from each heater.
Working smoke alarms should be installed on every level of your home, especially near sleeping areas. Test alarms once a month and replace the batteries at least twice a year.
Plan and practice at least two fire escape routes from each room of your home and identify an outside meeting place.

Rockville - - -After an extensive, multi-agency search for a missing WSSC employee that beganDecember 2nd, a body was recovered this afternoon in the Triadelphia Reservoir.It is not confirmed if the body found is that of the missing WSSC employee.

Personnel from multiple agencies have worked aggressively onthe incident and included the Montgomery County Fire and Rescue Service, theMontgomery County Police Department, WSSC police and personnel, the UnitedStates Navy, the Department of Natural Resources, Search and Rescue Dogs ofMaryland (SARDOM) and assistance from the Anne Arundel, Baltimore and HowardCounty Fire Departments.

The investigation is on-going and the cause of death has notbeen released. The investigation will be led by the Montgomery County Police with assistance from theWSSC police.

At 8:52 AM unitsfrom Montgomery County Fire and Rescue responded to a call at the intersectionof Mid County Highway & Washington Grove Lane for a report of a man who hadfallen into a 16 foot trench.

It took approximately 24 fire fighters a little under anhour to remove the individual from the trench. He was transported to an area hospital with serious butnon-life-threatening injuries.

News Advisory: Takoma Park Fire - Fatality

IMMEDIATE RELEASE: December 10, 2011

Rockville, Md. - - - Walter Rave, age 66, died of complications from burn injuries
sustained in a house fire at 29 Holt Place, Takoma Park, Maryland. The fire occurred on
December 7, 2011 at 2:00 a.m.

The fire caused approximately $300K damage to the structure and $100K to the
contents.

Montgomery County Fire and Rescue units arrived on the scene and found a large 2
story wood frame house with heavy fire on the front exterior with moderate extension to
the interior. Mr. Rave was in the front yard.

Firefighters extinguished the fire with some difficulty due to the very large amounts of
accumulated personal belongings inside the structure. Additionally, all exits other than the front door were either blocked by security bars, and an extensive amount of bamboo growth on the exterior of the home.

The victim was awakened by the fire. It is unclear how. With the front door being his only means of egress he was forced to pass through the large volume of fire on the front porch. In doing so he suffered extensive burn injuries to his body.

The fire originated in the engine compartment of a Toyota pick-up truck parked in the
driveway. Radiant heat from this fire ignited either the nearby porch railing or ordinary
combustibles on the porch. The fire is ruled accidental.

This is the fifth fire related death in Montgomery County in 2011.

Montgomery County Fire and Rescue’s Fire and Explosive Investigations Section along
with Takoma Park City Police are continuing the investigation.

Turn Around - Don’t Drown! Many Roads in Montgomery County Susceptible to Flooding so Consider Alternate Routes Beforehand!

County residents are urged to be alert to changing weather conditions and should be prepared for possible flash flooding now through this evening as this storm system is expected to continue with heavy rains for a while.

When it rains heavily, there may be flash floods, flood warnings and flood watches issued. Flash floods more often occur in mountain streams, hilly areas or low-lying areas. But they do happen in urban and suburban areas like Montgomery County, as well. Flash floods can occur even though it's not raining where you are. It may be raining hard farther upstream and raining so hard that the water can not be absorbed into the ground.

Safety Tips:

If a flash flood warning is issued, act immediately. Don't wait for high water to dictate your course of action.

Know your location when you are driving. If you needed rescue, would you be able to direct emergency crews to your location? Distracted driving can lead to a situation where you are stranded and unable to direct emergency crews to you. Be alert!

Never drive through a flooded road or bridge. Turn Around - Don’t Drown and try an alternate route! In many cases, it takes far less than a foot of water to incapacitate a vehicle. It may stall, leaving you stranded, and depending on the level of water, you may not be able to open a vehicle door. Do not underestimate the power of moving water.

Watch for flooding at bridges and dips in the road. Never drive where water is over bridges or roads. Turn around - Don’t Drown! The bridges or the road could suddenly be washed out. If you're driving at night be especially careful. Often visibility is limited due to wind and rain.

Often what you can't see below the surface of the water is far more dangerous than the high levels of that water. Remember that rocks, tree limbs and other debris can be caught in moving water and can be dangerous if you are forced to walk, wade or swim through flood waters.

If you have to walk or wade through flood water, use a stick to poke the ground in front of you with each step. It can help you determine water levels, the bottom surface and the safest possible way to get to higher ground.

Remember that flash floods can come without warning, and sometimes without weather. Be alert and heed all warnings and recommendations from officials. From FEMA's website, some further information about driving through flooded roadways:

Six inches of water will reach the bottom of most passenger cars causing loss of control and possible stalling.

A foot of water will float many vehicles.

Two feet of rushing water can carry away most vehicles including sport utility vehicles (SUV's) and pick-ups

Fire Safe Home For The Holidays!

Lights and Candles

Decorate your tree using only UL (Underwriters' Lab Inc.) approved lights and cords. Inspect lights for exposed or frayed wires, loose connections or broken sockets. Do not overload extension cords. Use no more than three strings of lights on one extension cord, and never run an electrical cord under a carpet. Be sure to secure electrical cords so that children cannot pull them and topple the tree.

Turn off the tree lights when you go to bed, depart from home or leave the tree in an unattended room.
Keep burning candles out of the reach of children and pets; keep matches and lighters out of sight and locked away. Make sure they are in stable holders. Do not leave candles unattended - especially around children or pets.
Do not place candles near draperies or anything that might easily catch fire. Make sure you put out candles when you go to bed or leave the home.
Never Put Lit Candles on a Tree! Do not go near a holiday tree with an open flame - candles, lighters or matches.

Cooking

Never leave cooking food unattended - it is the number one cause of house fires.
Make sure you wear close-fitting clothing when cooking.
Put pans on back burners and turn all pot handles toward the back of the stove.
Never leave a child unattended in the kitchen. Close supervision is essential, whether children are helping an adult cook or simply watching.

Trees

When selecting a tree for the Holiday, needles on fresh trees should be green and hard to pull back from the branches, and the needle should not break if the tree has been freshly cut. The trunk should be sticky to the touch. Old trees can be identified by bouncing the tree trunk on the ground. If many needles fall off, the tree has been cut too long, has probably dried out, and is a fire hazard. A safer option is to buy a fire-resistant artificial tree.

Use a wide-based stand to make sure the tree is secure and will not fall over. Keep your tree in a container full of water, and check it daily.
Keep the tree away from heat sources such as fireplaces, radiators and heating vents. Decorate your tree with children in mind. Do not put ornaments that are breakable, have small detachable parts, metal hooks or look like food or candy on the lower branches where small children can reach them. Make sure tree lights are hung out of reach of young children. Also, cut back the lower branches to avoid eye injuries to small children.
Never burn Christmas tree branches, treated wood or wrapping paper in your fireplace. Dispose of your tree promptly after the holidays.

Other Related Tips

Have your furnace and chimney professionally inspected and cleaned.
Space heaters need space. Keep materials that burn easily at least three feet away from each heater.
Working smoke alarms should be installed on every level of your home, especially near sleeping areas. Test alarms once a month and replace the batteries at least twice a year.
Plan and practice at least two fire escape routes from each room of your home and identify an outside meeting place.

Fire officials are urging residents to test their smokealarms to ensure they are working while reminding residents that MontgomeryCounty Code requires homeowners to install, test and maintain smoke alarms onevery level of their home and outside all sleeping areas. Failure to complywith this local law could result in a fine and/or imprisonment.

Most fatal fires occur at nightwhen people are sleeping and experts say that the early warning from a workingsmoke alarm actually doubles your chances of escaping a home fire. Since theprimary job of a smoke alarm is to awaken sleeping people and warn them of urgentdanger, it is essential that smoke alarms are working and are proximate tosleeping areas of the home.

Fire Chief Richard Bowers reminds residents that as we approachthe winter heating season, it’s critical that every home have working smokealarms. “Most fires are preventable, said Chief Bowers. “Smoke alarms are oneof the best and easiest safety features you can use to protect yourself, yourfamily and your home. I strongly urge every resident to take a few minutes totest their smoke alarms, practice their home fire escape plan and replace anysmoke alarms that are 10 years or older. Many people believe that smoke alarmslast forever. They don’t.”

Decorating homes and businesses is a long-standing tradition around the holiday season. Unfortunately, these same decorations may increase your chances of fire. Based on data from the National Fire Protection Association (NFPA) and the U.S. Fire Administration (USFA), an estimated 250 home fires involving Christmas trees and another 170 home fires involving holiday lights and other decorative lighting occur each year. Together, these fires resulted in 21 deaths and 43 injuries.

Following a few simple fire safety tips can keep electric lights, candles, and the ever popular Christmas tree from creating a tragedy. Learn how to prevent a fire and what to do in case a fire starts in your home. Make sure all exits are accessible and not blocked by decorations or trees. Help ensure that you have a fire safe holiday season.

Christmas Trees

What’s a traditional Christmas morning scene without a beautifully decorated tree? If your household includes a natural tree in its festivities, take to heart the sales person’s suggestion – “Keep the tree watered.”

Christmas trees account for hundreds of fires annually. Typically, shorts in electrical lights or open flames from candles, lighters or matches start tree fires. Well-watered trees are not a problem. A dry and neglected tree can be.

Selecting a Tree for the Holidays

Needles on fresh trees should be green and hard to pull back from the branches, and the needles should not break if the tree has been freshly cut. The trunk should be sticky to the touch. Old trees can be identified by bouncing the tree trunk on the ground. If many needles fall off, the tree has been cut too long and, has probably dried out, and is a fire hazard.

Caring for Your Tree

Do not place your tree close to a heat source, including a fireplace or heat vent. The heat will dry out the tree, causing it to be more easily ignited by heat, flame or sparks. Be careful not to drop or flick cigarette ashes near a tree. Do not put your live tree up too early or leave it up for longer than two weeks. Keep the tree stand filled with water at all times.

Disposing of Your Tree

Never put tree branches or needles in a fireplace or wood-burning stove. When the tree becomes dry, discard it promptly. The best way to dispose of your tree is by taking it to a recycling center or having it hauled away by a community pick-up service.

Holiday Lights

Maintain Your Holiday Lights

Inspect holiday lights each year for frayed wires, bare spots, gaps in the insulation, broken or cracked sockets, and excessive kinking or wear before putting them up. Use only lighting listed by an approved testing laboratory.

Do Not Overload Electrical Outlets

Do not link more than three light strands, unless the directions indicate it is safe. Connect strings of lights to an extension cord before plugging the cord into the outlet. Make sure to periodically check the wires – they should not be warm to the touch.

Do not leave holiday lights on unattended!

Holiday Decorations

Use Only Nonflammable Decorations

All decorations should be nonflammable or flame-retardant and placed away from heat vents. If you are using a metallic or artificial tree, make sure it is flame retardant.

Don't Block Exits

Ensure that trees and other holiday decorations do not block an exit way. In the event of a fire, time is of the essence. A blocked entry/exit way puts you and your family at risk.

Never Put Wrapping Paper in the Fireplace

Wrapping paper in the fireplace can result in a very large fire, throwing off dangerous sparks and embers that may result in a chimney fire.

Candle Care

Avoid Using Lit Candles

If you do use lit candles, make sure they are in stable holders and place them where they cannot be easily knocked down. Never leave the house with candles burning.

Never Put Lit Candles on a Tree

Do not go near a Christmas tree with an open flame – candles, lighters or matches.

Do you know what to do when approached by an emergency vehicle? The metropolitan area is often crowded and congested with traffic conditions caused by commuters, collisions, work zones and sometimes just “normal” traffic.

Emergency vehicles are impacted by these conditions, as well. When somebody calls 911 for help – the men and women of the Montgomery County Fire and Rescue Service respond. How can everyday drivers help us to help you? – Normally drivers will HEAR usfirst, next they will SEE us, and then we need drivers to CLEAR for us.

HEAR US - SEE US - CLEAR FOR US

C – L – E – A – R for emergency vehicles.

C – Calmly pull to and as close to the edge of the roadway as possible and stop.

L – Leave room. Keep intersections clear and never try to follow emergency vehicles.

E – Enter into traffic with caution after the emergency vehicle has passed. Remember to use signals.

A – Aware (be). Be aware of your surroundings. Keep radio volume low and check rear view mirrors frequently.

R – Remain stopped until the emergency vehicle ha passed. Be mindful that there may be additional emergency vehicles approaching.

When approached by an emergency vehicle – the law says to pull over to the closest parallel edge of the roadway and yield the right of way to the emergency vehicle. An emergency vehicle is one with an audible siren and/or siren and emergency flashing lights. When driving and approaching an emergency scene – slow down and move over. In other words - “Give us a brake!”

Reduce the risk of an accident near an emergency scene and around emergency equipment.

Stay alert – expect anything to occur when approaching emergency vehicles.

Pay close attention – watch for police or fire direction.

Turn on your headlights – let on scene workers and other motorists see you.

Don’t tailgate – unexpected stops frequently occur near emergency scenes.

Don’t speed – slow down.

Keep up with the traffic flow – dedicate your full attention to the roadway and those traveling around you.

Minimize distractions – avoid changing radio stations and using mobile cell phones while approaching these areas.

Expect the unexpected – keep an eye out for emergency workers and their equipment.

Be patient – remember, firefighters and EMT’s have been called to the scene and are working to help someone.

In Montgomery County pedestrian and traffic safety issues are front and center. If you travel by car or are a pedestrian, please place extra emphasis on safety. Simply looking both ways before crossing a street, crossing in a crosswalk, spending a few extra seconds to cinch the belt on your child's safety seat, or delaying departure to ensure you get enough rest before a long trip can make all the difference. Preventative safety, while measured in seconds or minutes, can save you from months or years of anguish, grief, and "what if". Be smart. Be safe.

Do Not Let Your Thanksgiving Go Up In Flames!

More cooking fires occur on Thanksgiving than on anyother day of the year. With Thanksgiving quickly approaching, Montgomery CountyFire Chief Richard Bowers is urging residents to enjoy the Thanksgiving holidayand to keep safety at the top of everyone’s “to do” list this holiday season.“Whether you’re a seasoned chef or a rookie cooking your first holiday feast,the strategies for serving up a safe meal are the same,” said Chief Bowers. “Unattendingcooking is the leading cause of residential fires and we’re asking residents tofollow these simple safety tips and to have a happy and safe Thanksgivingholiday.”

CookingSafety Tips:

Be alert! Stay in the kitchen when using the stovetop and use a timer. If you must leave the kitchen, even for a minute, turn off the stove.
Keep anything that can catch fire at least 3 feet from the stove, toaster oven or other heat source. This includes pot holders, food packaging, dish towels, paper and plastic bags, etc.
Do not pour water on a grease fire. Pouring water on a grease fire can cause the fire to spread. In the event of a range-top fire, turn off the burner, put on an oven mitt and smother the flames by carefully sliding a lid or cookie sheet onto the pan. Leave the lid in place until the pot or pan has cooled.
Clean cooking surfaces regularly to prevent grease buildup which can ignite.
Always wear short, tight-fitting sleeves when cooking to prevent clothing from coming in contact with a burner and catching fire.
Do not hold children while cooking or carrying hot foods or drinks. Keep children at a safe distance from hot surfaces, liquids and other kitchen hazards.
Plug microwaves and other kitchen appliances directly into an outlet. Never use an extension cord for a cooking appliance as it can overload the circuit and cause a fire.
Double-check the kitchen before you go to bed or leave the house. Make sure all other appliances are turned off and that any candles or smoking materials are safely extinguished.
Smoke alarms save lives. Install a smoke alarm on every level of your home, test batteries monthly and check batteries annually.

Turkey fryers are becoming an increasingly popular choiceto cook the Thanksgiving turkey and can be extremely dangerous if properprecautions are not taken. If your plans include using a turkey fryer, firedepartment officals urge residents to follow all manufacturer directions closelyand to review the following safety tips:

TurkeyFryer Safety Tips:

Never leave a fryer unattended.

By design, turkey fryers are prone to tipping over. Fryers should always be used on a non-combustible, flat surface to reduce accidental tipping.
Fryers should always be used outdoors at least 10 feet from buildings and any flammable materials. Never use a fryer on a wooden deck, under a patio cover, in a garage, porch or other enclosed space.
Do not overfill the fryer. The oil may spill out of the unit when the turkey is placed into the cooking pot. Oil may hit the burner/flames resulting in a potential fire hazard that could engulf the entire unit.
Oil and water do not mix! Make sure the turkey is completely thawed before it is placed in a fryer. Partially frozen turkeys can cause a spillover effect which may result in a fire.
Some units do not have thermostat controls and, if not carefully watched, have the potential to overheat the oil to the point of combustion.
Use well-insulated potholders or oven mitts when touching the pot or lid handle. The sides of the cooking pot, lid and pot handles get dangerously hot and can result in severe burns. If available, use safety goggles to protect your eyes from any oil splatter.
Keep children and pets away from fryers. The oil can remain dangerously hot even hours after use.

What’s Invisible, Has No Smell, But Can Kill You? Carbon Monoxide

Carbonmonoxide is the most common cause of death by poison in the United States,killing more than 500 people every year. It is one of the most dangerouspoisons because often people don't know it is present until it is too late. Thebest way to protect yourself and your family from carbon monoxide poisoning isto buy a carbon monoxide (sometimes referred to as CO) detector for your home.A properly working carbon monoxide detector can provide an early warning beforedeadly gases build up to dangerous levels. If you live in a home that is twostories or more, you might want to install two.

Ifyou notice these symptoms and suspect that carbon monoxide is the cause, leavethe area immediately and get outside to fresh air. Call 9-1-1 and seek medicalhelp.

Bereminded: Installing a carbon monoxide detector does not eliminate the need tohave a smoke alarm in your home. Carbon monoxide detectors do not detect smokeand smoke alarms do not sense carbon monoxide.

· More than two-thirds of Americans use gas, wood, kerosene oranother fuel as their home's major heat source.

· 65% of CO poisoning deaths from consumer products are due toheating systems.

· Only 27% of homes in America have carbon monoxide alarms,according to recent industry research.

· An idling vehicle in an attached garage, even with the garagedoor opened, can produce concentrated amounts of CO that can enter your homethrough the garage door or nearby windows.

· CO poisoning deaths from portable generators have doubled forthe past two years, and many of these deaths occurred in the winter months andduring power outages.

· A poorly maintained gas stove can give off twice the amount ofCO than one in good working order.

Prevention

· Install at least one battery-powered CO alarm or AC-powered unitwith battery backup on each level of your home and near sleeping areas.

· Have a licensed professional inspect heating systems and otherfuel-burning appliances annually.

· Install fuel-burning appliances properly and operate accordingto the manufacturer's instructions.

· Keep chimneys clear of animal nests, leaves and residue toensure proper venting. Have all fireplaces cleaned and inspected annually.

· Do not block or seal shut the exhaust flues or ducts used bywater heaters, ranges and clothes dryers.

· Do not leave your car running in an attached garage or carport.

· Do not use ovens or stoves to heat your home.

· Do not use charcoal or gas grills inside or operate outdoorsnear a window where CO fumes could seep in through a window.

· Check all carbon monoxide alarms in your home. Do they use themost accurate sensing technology? Do they need new batteries?

ReplaceCO alarms every five to seven years in order to benefit from the latesttechnology upgrades.

Nationwide Test of the Emergency Alert System

As partof our ongoing efforts to keep our country and communities safe duringemergencies, we’re working in partnership with the Federal CommunicationsCommission (FCC) and the National Oceanic and Atmospheric Administration (NOAA)to conduct the first nationwide test of the Emergency Alert System (EAS). TheEAS test plays a key role in ensuring the nation is prepared for any type ofhazard, and that the U.S. public can receive critical and vital information shouldit ever be needed.

Overthe past year, our agencies have been working with the broadcast community,cable operators and programmers, and other communications service providersthat participate in the Emergency Alert System; our state, local, tribal, andterritorial partners; and other critical stakeholders to help inform allmembers of the public regarding the nationwide Emergency Alert System test.

Hereare specific items we want everyone to know about the test:

It will be conducted Wednesday, November 9 at 2:00 PM EST.
It will be transmitted via television and radio stations within the U.S., including Alaska, Hawaii, the territories of Puerto Rico, the U.S. Virgin Islands, and American Samoa.
Similar to local emergency alert system tests, an audio message will interrupt television and radio programming indicating: “This is a test.”
When the test is over, regular programming will resume.

Aswe get close to the test, the FCC and all of our many partners are workingtogether to spread the word to as many members of the public as possible -- sopeople know what to expect when the test takes place, and no one is caught offguard. Montgomery County Fire and Rescue Service (MCFRS) is now recruiting for the position of Firefighter/Rescuer I (Recruit). This announcement is to provide information for recruit class(es) scheduled for fiscal year 2013 (July 2012-June 2013). Recruit class duration will be 26 weeks and is subject to budgetary approval.

Applicants who passed the CWH written exam with MCFRS in September 2011 MUST reapply in order to be considered, but will not be retested. Applicants who did not pass the exam administered in September 2011, are ineligible for this recruitment.

Rockville - - - Daylight savings time ends November 6^thand the Montgomery County Fire and Rescue Service (MCFRS) is urging allresidents to check the batteries in their smoke alarms and carbon monoxidedetectors when they change their clocks this weekend to ensure they are working.

“Home fires injure and kill thousands every year,” said Fire Chief RichardBowers. “Smoke alarms that are properly installed and maintained play a vitalrole in reducing fire deaths and injuries. I encourage everyone to test theirsmoke alarms, replace any alarms that are 10 years or older and conduct a homefire drill this weekend.”

The peak time for home fire fatalities is between 11 p.m. and 6 a.m. when whenmost families are sleeping. A working smoke alarm dramatically increases the chancefor survival and provides advance warning of a fire resulting in more time toreact and put a home escape plan into action.
Help keep your family safe by followingthese fire safety tips:

1. Installsmoke alarms on all levels of your home, including the basement.

2. Testsmoke alarms each month to ensure they are working. Replace batteries annually,as needed.

3. Planand practice home fire drills regularly.

4. Retireold smoke alarms and replace with new ones every 10 years, or as recommended bythe manufacturer.

5. Makesure children recognize the sound of your smoke alarm and how to respond to itssignal. Plan and practice with a home fire drill.

The Montgomery County Fire and Rescue Service will provide and install smokealarm batteries at no cost to residents and will provide and install smokealarms for residents that cannot afford them. Early Morning Fire Claims the Life of Aspen Hill Woman

EarlyMorning Fire Claims the Life of Aspen Hill Woman

Rockville - - - A woman has died ina house fire this morning in Montgomery County. First arriving firefighters rescuedand removed the victim from the bedroom area of the home and she wastransported unconscious and unresponsive to a local hospital. Her name has notbeen released.

Shortly before 4:00 this morning,firefighters were dispatched to the 4700 block of Iris Street in Aspen Hill,Maryland. Fire and Rescue units arrived on the scene of a single family homewith significant fire conditions to the lower level of the home and extendingto the first floor and attic of the residence.

Firefighters encountered an adultmale in the front yard. He was assessed, treated and transported to a localhospital with serious, non-life threatening injuries. Upon entering the structure, firefighterslocated and rescued an adult female from the 1^st foor bedroom areaof the home. Rescuers immediately began treatment and transported the victim,unconscious and unresponsive, to a local hospital. Hospital officials havepronounced her deceased.

According to initial interviews,they were the only occupants of the home. Over 55 firefighters were on the scene during the height offirefighting operations. Two firefighters were transported to a local hospitalwith injuries classified as minor and non-life threatening. Both are expectedto be treated and released later today.

An investigation is underway.Firefighters will be out later today canvassing the neighborhood checking smokealarms and handing out fire safety information in the wake of this fatal firein an effort to prevent another tragedy.

Rockville- - - The Montgomery County Fire andRescue Service (MCFRS) is getting a new tool for its emergency response arsenalthanks to some local pet companies. MCFRS will accept 60 pet oxygen mask kitson October 26th at 3:30 p.m. The donation is being made through the combinedefforts of Wag’N Enterprises’ O2 Fur Life program, and Invisible Fence’sProject Breath as part of their nation-wide campaign to provide kits to firedepartments.

Whilethe U.S. Fire Administration does not officially track fire-related pet deaths,experts estimate that 40,000 to 100,000 animals die each year from smokeinhalation. Firefighters regularly rally to help rescue family pets and oftenhave to improvise ways to save them.

“Saving lives is the top priorityfor firefighters responding to a fire. Humans top the list however pets arebeloved family members too,” said Fire Chief Richard Bowers. “We’re honored topartner with both these organizations on this important campaign and to elevateand raise awareness. Having the right tools and equipment to increase survivalis critical and now pets will have a better chance for survival.”

The event will feature emergency equipment from throughout Montgomery County, as well as live fire and rescue demonstrations, moon bounce, fire truck displays, our specialty team K9’s, educational activities for all ages and other interactive activities for the whole family! Everyone wants to have a safe andhappy Halloween. Using safety tips and common sense can help make the most ofyour Halloween season and make it enjoyable and safe for everyone. Follow thetips below and make it a fun and safe Halloween every year!

Some Facts:

Decorations for special events, most often involving candles, account for an annual average of 900 home fires, causing nearly $6 million in direct property damage, according to NFPA.
In the United States, more than 100 people die each year as a result of their clothing igniting.
Children are four times more likely to be hit by a car on Halloween than any other night of the year.

TIPS:

Purchase only those costumes, wigs and props labeled as flame-resistant or retardant.When creating a costume, choose material that won't easily ignite and avoid billowing or long-trailing features.
Be sure children know the stop, drop and roll technique in the event their clothing catches fire. (Stop immediately, drop to the ground, covering your face with your hands, and roll over and over to extinguish flames.)
Apply face paint or cosmetics directly to the face. It is safer than a loose-fitting mask that can obstruct a child's vision. If a mask is worn, be certain it fits securely. Cut the eyeholes large enough for full vision. Make costumes short enough to avoid tripping. Dress children in shoes that fit. Allow children to carry only flexible knives, swords or other props. Anything they carry could injure them if they fall.
Provide children with lightweight flashlights to carry for lighting or as part of their costume.
When planning party decorations, bear in mind that dried flowers and cornstalks are highly flammable. Keep crepe paper and other decorations well away from all heat sources, including light bulbs, heaters, etc.
Let children be the artists and leave the pumpkin carving to adults. Children can draw the face of the jack-o-lantern, but only parents should handle the knives.
Use flashlights as alternatives to candles or torch lights for decorations. They are much safer for trick-or-treaters, whose costumes may brush against the lighting.
Use flashlights to illuminate Jack-o-lanterns. If you must use candles, use votives and be sure to place the pumpkin on a sturdy surface away from flammable objects.
Remove outdoor safety hazards such as toys, bicycles and lawn ornaments. Make sure the driveway and stairs are cleared of leaves, which can be a slipping and falling hazard. Make sure that the driveway and walks are well lit for incoming trick-or-treaters. Replace burned-out or broken light bulbs.
Before heading out to trick-or-treat, apply reflective wrist bands, tape, and stickers to costumes, bags and sacks and use a flashlight with fresh batteries to see and be seen.
Children are four times more likely to be hit by a car on Halloween than any other night of the year. Accompany children and remind them to stop at all street corners before crossing, cross only at intersections and crosswalks. Teach them to look left, right and left again before crossing the street and to continue looking both ways as they cross.
Instruct children never to enter a home or an apartment building unless accompanied by an adult. Restrict trick-or-treating visits to homes with porch or outside lights illuminated.
Remember to keep exits clear of decorations, ensuring nothing blocks escape routes.
Instruct children who are attending parties at others' homes to locate the exits and plan how they would get out in an emergency.
Set a time for children to return home. Tell children to bring their treats home before eating them. Parents should check treats to ensure that items have not been tampered with and are safely sealed. Be careful with fruit. Inspect the surface closely for punctures or holes and cut it open before allowing a child to eat it.

Major Exercise Notification

On Wednesday, October 19, from 8:30 a.m. – 2: 00 p.m, Montgomery County Government and Montgomery County Hospitals will participate in a full-scale (realistic) exercise to test the region’s ability to respond to a mass casualty terrorist attack.

The public should take note that the exercise will simulate the movement and treatment of mock victims to area hospitals. Residents should anticipate additional helicopter traffic in the area.

This exercise will not impact the ability to be promptly seen at local hospitals, but people should be aware that they will likely see mock victims dressed up to look like they have been severely injured and hospital staff in personal protective equipment simulating the decontamination process.

People should not be alarmed; this is a planned exercise to test the regions capability to respond to a mass casualty scenario.

Montgomery County Fire Fighter Team Raises Over $26,000 to Support The Make-A-Wish Foundation!

The 28th annual Make-A-Wish triathlon took place on Saturday, September 24, 2011. A total of 18 people competed this year, representing Montgomery County Fire & Rescue. This was the third consecutive year that a group of Montgomery County firefighters have organized a team to race. It was also the largest team yet!

The Make-A-Wish triathlon takes place at Sea Colony Resort in Bethany Beach, DE. The event is an olympic distance tri consisting of a 1.5K ocean swim, 41K bike, and 10K run. Participants may compete as individuals or part of a relay team. The MCFRS contingent consisted of 12 individual racers and two 3-person relay teams. Firefighter Mike McDonald (3C) finished first amongst the group of firefighters with a time of 2 hours, 41 minutes. MFF Kathy Evans (FCE) was captain of a female relay team that finished FIRST in their division with a time of 3 hours, 3 minutes!

Another large component of the Make-A-Wish tri is fundraising. Competitors work hard before the race not only training, but raising funds to help support the Make-A-Wish Foundation of the Mid-Atlantic. This wonderful organization grants wishes for local children suffering from life-threatening illnesses. With the average cost of a wish being $7500, donations from generous race supporters is very important. This year, the Montgomery County firefighter team raised just over $26,000 to support the Make-A-Wish Foundation! Firefighters TJ Monahan (33A) and Amanda Viragh (34C) were 2 of the Top 5 fundraisers for the entire event!

All of this year's participants had a great time and are excited for next year's race!
