News Advisory: Project Restores the Homes of Those in Need While Providing a Safety Make-Over

Rockville - - The Montgomery County Fire and Rescue Service (MCFRS) is partnering with Rebuilding Together Montgomery County (RTMC) and over 1,000 community volunteers to repair, rehabilitate and provide safety improvements in the homes of 31 low-income homeowners throughout Montgomery County.

RTMC is one of 200 affiliates participating in a nationwide effort to repair 10,000 homes over the weekend. Volunteers from local companies, civic groups and congregations will unite to help area families to install home modifications and make homes safer for area residents.

MCFRS is equipping each of the homes with ten-year smoke alarms and other safety enhancements. Fire officials will present smoke alarms at a press event scheduled at 9:00 a.m. on Saturday morning at 1414 Thorndon Road, Rockville, Maryland.

Rebuilding Together Montgomery County (RTMC) is a non-profit, non-sectarian, volunteer organization dedicated to helping low-income homeowners through home repair. Founded in 1990, Rebuilding Together Montgomery County is one of 200 affiliates of the national organization. RTMC has utilized over 41,000 volunteers in our 21 year history to make needed repairs on over 1589 homes. Volunteers have delivered over $14.8 million in home repairs to the community. Champion in Pink – Turning Grief into Hope



Montgomery County, Maryland Fire and Rescue Service (MCFRS) Firefighter Marshall Moneymaker lost three sisters to breast cancer and is on a personal mission to raise awareness about the disease as a tribute to his sisters. As the Susan G. Komen Race for the Cure comes to the area, Moneymaker was presented with pink turnout gear as a surprise from co-workers in support of his efforts and passion to find a cure.

Manufacturers from Municipal Emergency Services (MES), Globe Manufacturing and Bullard Safety Products all donated the special turn-out gear and equipment in support of the firefighter. And while the gear won’t be worn to fight any fires, it will be worn to ignite and promote breast cancer awareness and the importance of early detection. Emergency Preparedness Information

I wanted to pass along to all of you some safety information as it relates to some of this severe weather we have been experiencing over the last 24 hours and into today.  Please take a moment to review the below.  Be prepared!
 
When a tornado warning is issued for your area:
  • Seek shelter in a windowless interior room in the lowest level of the house. Go to the basement, if you have one. Stay away from windows.
  • If you are caught in the open during a tornado, stay low and seek a drainage ditch or other low point on the ground. Culverts under streets and highways may offer effective shelter.
  • If you are in your vehicle during a tornado, get out of the vehicle and seek shelter in drainage ditches or culverts. Do not try to outrun a tornado.
Power Out?  Use battery powered flashlights/lights and NOT Candles!

MCFRS Significant Fire & EMS Incidents From April 18 through April 24

Battalion 1 Incidents

• Apartment Fire 3300 block Teagarden Circle. Fire Units arrived at a 4 story garden apartment complex w/ fire on the 2nd floor. A Second Alarm was requested. Fire was quickly suppressed and the Second Alarm units were not used and returned. One civilian patient was evaluated for chest pain. Damage was estimated at $10K for the structure and $3K for the contents.

• Kitchen Fire in the 9400 block of Curran Road. Fire Units responded to a report of fire in the kitchen. Fire was already out upon arrival of units. No reported injuries or displacements and damage was estimated at $5K.

Battalion 2 Incidents

• Truck Fire South Bound 270 at Inner Loop of 495 – Fire Units found 1 large, fully loaded cargo trailer (Salvation Army) on fire. Fire quickly extinguished though extensive overhaul was required. Approximate loss of trailer and contents $7K.

Battalion 3 Incidents

• Inland Water Rescue – An Adult male was stranded near Marble Quarry Camp Area. Person was retrieved by Boat 714B without incident.

• River Rescue - Adult female stranded in a tree after falling
out of her kayak in river. Rescued by Boat 730.
• House Fire in the 22200 block of Beallsville Road. Fire Units arrived on the scene to find heavy fire on two floors of 1300 sq ft home built circa 1900. No one was home at the time. $300K damage and the cause is still under investigation. One Fire Fighter sustained minor injuries and a total of four occupants were displaced.

• House Fire in the 8500 block of Scarboro Court. Fire Units arrived on scene and found a fire that started in kitchen area on the 1st floor. An unconscious, elderly male was located in a second floor bedroom and removed from the structure. Advanced Life Support treatment was initiated immediately and he was transported to a local Hospital where he was pronounced dead a short time later. A second elderly male was located outside the house and he also was treated and transported to a local Hospital for evaluation of smoke inhalation. Damage totals TBD.

Battalion 4 Incidents

• Car Crash in the 1900 Block of Brighton Dam Rd at the bridge. Fire Fighters found a single occupant in a pick up truck that had gone over the guard rail and hit a tree head on. Truck was teetering on guard rail and hanging over the water below. Significant vehicle stabilization was done by Rescue Squad 704 and Rescue Squad 5 from Howard County. Crews removed roof and initiated a lengthy extrication. Occupant was transported to a local Hospital with life threatening injuries.

• House Fire in the 1500 block of Windham Lane – Fire Units arrived on the scene with fire showing from a 1 story single family dwelling. There was $75K in damage to the structure and $50K in contents. No injuries reported.

• Car Crash Norbeck Rd / Hannans Way. Fire Units found a single vehicle car crash with a single occupant trapped. Patient was extricated by Truck 725 & Rescue Squad 703. Patient transport with serious but not life threatening injuries to a local hospital.

Battalion 5 Incidents

• Person Struck by Train at Chestnut St at the CSX tracks. Fire Units found one female struck by a freight train. MCFRS and MCPD on the scene almost instantaneously and found a deceased adult female. Investigation being handled by MCPD.

• Car/Bus Crash at Muncaster Mill Rd/ Woodfield Rd. Fire Units found a Car and Ride-On bus that had collided. A Mass Casualty Incident was declared for 6 priority 3 (minor injuries) patients. All patients were transported to a local hospital.

• Car Crash at Muncaster Mill & Bowie Mill. Fire Units found a single vehicle car crash with adult male trapped 200 feet off road. Patient extricated and transported to a local hospital with serious injuries.

Update: Victim of Fatal House Fire in Potomac Identified

Rockville - - - Montgomery County Fire and Rescue Service officials have identified Sung Y. Kwack, 74, of 8509 Scarboro Court as the victim of an early morning house fire that occurred in Potomac on Sunday, April 24, 2011. An autopsy to determine the cause of death will be conducted.

News Advisory: House Fire in Potomac Claims a Life

IMMEDIATE RELEASE: April 24, 2011

Montgomery County Fire and Rescue Service (MCFRS) personnel were called at 0435 hours for a house fire to the rear of 10416 Gainsborough Road in the Falls Road area of Potomac. Units arrived on the scene of a working fire at 8509 Scarboro Court in a large 2 story single family home. Heavy fire was found in the kitchen area on the first floor of the house. An unconscious, elderly male was located in a second floor bedroom and removed from the structure. Advanced Life Support treatment was initiated immediately and he was transported to Suburban Hospital where he was pronounced dead a short time later. A second elderly male was located outside the house and he also was treated and transported to Suburban Hospital for evaluation of smoke inhalation.

The fire originated in the kitchen on the stove top. A heavily damaged sauce pan was located on the burner of the stove top where the survivor stated they were cooking. It appears the fire burned for some time before being seen by the neighbor after it vented through the kitchen window.

An estimated 65 fire and rescue personnel responded to the scene and it took 25 minutes to bring the fire under control. There were no fire and rescue injuries. The name of the deceased is not being released pending notification of family.

Happy Trails After 33 ½ Years of Dedicated Service!

After 33 ½ years of dedicated service Captain Greg Socks decided to hang up his Montgomery County Fire Rescue Service fire gear and hazmat suit for warmer temperatures with more opportunities to fish.

Under the direction of Captain Socks, the MCFRS Hazardous Materials Team has flourished from a set of startup resources to one of the nation’s most sophisticated programs.  As a founding member of the MCFRS Hazmat Team, Captain Socks has been instrumental in the education of personnel on a local, region and national level igniting the spark of learning that has evolved to a defined discipline of chemical knowledge in the fire service.

The personnel of MCFRS wish Captain Socks great health and good fishing in his retirement.

MCFRS Significant Fire & EMS Incidents From April 11 through April 17

Battalion 1

* Forest Glen Metro - reported smoke in the metro station.  Fire units found worker's cleaning the tracks and a overheated motor.  Fire Fighters assisted in clearing smoke and smoke alarms.

* 7400 Block of Jackson Avenue - Report of smoke in the home.  Fire Units arrived to find a defective wall outlet.  No reported injuries, displacements, or dollar loss.

* Hazardous Materials response to the 1700 Block of April La - GAS / PIPELINE LEAK.  Fire Units and the Hazardous Materials Team dispatched for a 2" gas main leak outside next to buildings.  Fire Units assisted with evacuation of buildings and monitored the situation until Washington Gas shut off the leak.

Fire in the building at Walter Reed Building 503 - Cabinet on fire in a 3rd floor break room.  Fire extinguished by sprinkler system.  Confirmed no extension to other parts of the building and worked on clearing smoke from area.  No reported injuries or displacements, unknown dollar loss.  

Battalion 2

* Bethesda Metro Station 7450 Wisconsin Ave.  – Person hit by metro train.  Fire Units found severely injured 16 year old female under third car back.  Following safety precautions, patient removed and transported to area hospital.  Scene turned over to WMATA for investigation. 

* Pedestrian struck 5000 Block of River Rd.- Medic Unit 741 transported an elderly female to area hospital as Trauma Code.  

* River Rescue – River Rescue Team responded for report of two adult males in a canoe missing for an extended period.  Multi-jurisdictional efforts provided successful rescue of a 18year old male and a 65 year old male w/ no reported injuries.  Boaters entered Algonkian Boat Ramp (Va) w/ plans on exiting Rivers Bend Park (Va) when their canoe capsized north of Watkins Island.  Incident involved numerous units from Fairfax, Loudon and MCFRS. 
 
Battalion 3

* Stabbing in the 13400 Block of Daventry Way – Fire Units found an adult male w/stab wounds after an assault.  Units found person in custody of MCPD and Ambulance 722 transported to a local medical facility w/superficial injuries. 

* Trauma Injury in the 10900 block of Bolton Drive – Fire Units found delivery worker w/neuro trauma after lift gate of truck failed w/4000 lbs load on it.  Transported Priority 2 to Shock Trauma via Trooper 3.  Incident being investigated by MOSH. 

* Kitchen Fire in the 700 block of Monroe Street – Fire Units responded to a Garden Apartment w/report of kitchen fire in 1st floor apartment.  Units found fire that was confined to oven.  No loss/injuries/displacements. 

* Water Rescue at 1408 Dickerson Regional park.  River Rescue Team dispatched for a report of four stranded in waist high water by canal.  All four persons retrieved by Boat 714B.  No injuries. 

* Water Rescue at Whites Ferry - River Rescue Team dispatched for a report of twenty scouts stranded (land locked).  All personnel removed by land or air, then moved to Fire Station 14 for shelter.  No injuries.
 
Battalion 4

* Apartment Fire in the 3100 block of  Hewitt Ave – Fire units arrived on the scene of a reported  apartment fire and found smoke showing.  Fire Fighters then found fire confined to oven.   $1000 damage to contents and no injuries.  

Battalion 5

* Apartment Fire in the 400 block of Russell Avenue – Reported smoke in 4th floor apartment.  Fire Units arrived and found small fire in the walls of unit.  Fire quickly extinguished same.   $150 loss to contents and no injuries or displacements. 

* Fire and Rescue Units dispatched to incident on Stevenson Dr for possible pediatric code. Company 34 and Medic 708 arrived with 8 month old in cardiac arrest.  Infant transported to local hospital.  County Police Detectives are investigating.

Powerful and Deadly Storms Tear Through the South
Local Firefighters Assist in Search and Rescue Efforts in North Carolina

Montgomery County Fire and Rescue Service (MCFRS) personnel were called at 5:30 p.m. to assist in the aftermath of tornado damage in the Sanford, North Carolina area. Five MCFRS personnel and one Howard County Fire Department (HCFD) representative were attending a scheduled training class in the North Carolina area and quickly answered the call for assistance and mobilized, joining the Sanford Fire Department, in conducting seach and rescue efforts in the storm-ravaged area.

Numerous homes and businesses were damaged as tornadoes touched down and the powerful line of storms moved through North Carolina. The storm system toppled a Lowes Home Improvement store close to the location where the training class was being conducted. The MCFRS and HCFD crew assisted in rescuing a resident trapped under debris at the home improvement complex, using specialized equipment retrieved from their training class, and successfully pulling her to safety.

The team, led by MCFRS Captain Mike Green, has been demobilized at this time and replaced by State search and rescue resources that have arrived in the area. The team is expected to return home Sunday evening.

Potomac Flooding Update, Roads That May Flood & Safety Tips

Due to the rainfall in the last 24 hours and the forecasted rise in the Potomac River level all County residents are urged to be alert and heed all warnings and recommendations from officials.  Flash floods can come without warning and sometimes without weather.

In addition, the Potomac River is extremely dangerous and no one should consider any activity near the banks of the river! 

The Potomac will hit flood stage on Monday and crest at about 11 feet mid to late day Monday.  Current river level at Little Falls Dam – 7.8 feet at 0645 April 17th, with crest at 11 feet during the early evening hours on Monday April 18thPeople living in low laying areas along the Potomac River should ensure they are aware of the rising water level and the impact on access and egress to their homes should they need to evacuate OR have a need for emergency fire, rescue, or police response. 

Fire and Rescue personnel from Fire Stations 31(Darnestown), 30 and 10 (Cabin John/Potomac) will be going to their low flood prone areas and ensure the residents in those areas are aware that they have  less than 24 hours before access will be limited to their areas.  They will also check all boat launching areas - twice a day until Wednesday – to assess any limitations of vehicle access and boat launching for the MCFRS River Rescue Team.

Know areas of concern when the Potomac River reaches or exceeds flood stage include:     
      
  •             Riley's Lock Road (Seneca Boat Ramp)
  •             Lock 10
  •             Park areas near Swains Lock
  •             Park areas near Pennyfield Lock
  •             Park/Picnic area at Violets Lock

CERT Disaster Preparedness Classes

Rockville - - - The Montgomery County Community Emergency Response Team (CERT) is pleased to announce the spring and fall class schedule for 2011. The goal of the CERT program is to train members of the community in basic emergency preparedness and response skills so they can better help themselves and others in an emergency.

CERT consists of programs that serve in more than 170 communities nationwide. Montgomery CERT is managed by theMontgomery County Fire and Rescue Service and is based on the DHS/FEMA/Citizen Corps national standard curriculum. Through training programs, CERT members are instructed in basic emergency response skills including fire safety, light search and rescue, team organization and disaster medical operations.

Montgomery CERT offers a 30-hour basic CERT course. The 4-week training is offered free to Montgomery County residents, aged 18 or older, several times a year and advance registration is required. The Spring 2011 class is full. The next session will be offered in September and applications are being accepted. MCFRS Significant Fire & EMS Incidents From April 3 through April 10

Battalion 1 Incidents

House Fire 600 Block of Concerto Ln. - 2 story end of the row townhouse.  Smoke was coming from the front door on arrival of fire fighters.  Fire was quickly extinguished. No extension of fire to other townhouses.  No one was injured and the damage was roughly $15K to the structure and $5K to the contents of the home. 

7600 Block Carroll Ave (Washington Adventist Hospital) for a report of smoke on the third floor in the labor and delivery unit.  Fire Units arrived and found electrical short in the light fixture(s) from condensation in the plenum.  No dollar loss or injuries to anyone.  

Battalion 2 Incidents

Hazardous Materials Incident 7900 Block of Wisconsin Ave - Fire Units were dispatched for an unusual odor.  Fire Units arrived and found a leak in the HVAC unit.  Leak mitigated with ventilation and shut off of unit.  No property loss and no injuries. 

Smoke in Station at Friendship Heights Metro at chain marker 309+00.  Fire Units reported to the kiosk and found METRO searching for a short at the north end of the station.  No immediate hazard and fire units stood by until the issue was isolated.  There was no dollar loss or injuries reported.   

7200 Block of Wisconsin Ave.  Fire Units were dispatched for a hazardous materials spill.  Fire Fighters found an approximately 70 gallon spill of anti-freeze in the main part of movie theater.  The spill was contained and remanded to the property owner for clean up.  Department of Environmental Protection and Health Department notified.   No dollar loss or injuries.
 
Battalion 3 Incidents

50 Block of Mannakee Street – Fire Units dispatched for a reported Chemical Spill in room #15.   Fire Fighter found a small acid spill with one student transported to a local hospital with drops on their leg.

Battalion 4 Incidents

3600 Block Bel Pre Rd – Fire Units dispatched for reported smoke in an apartment.  Fire Fighters found a fire had occurred on a stovetop by was extinguished by occupant prior to fire department arrival.  There was roughly $1,000 damage to the structure and $50 to contents of the apartment.  There were no injuries. 

12800 Block of MATEY RD. for a report of a house fire.  Fire Units arrived on the scene  with a small fire on the deck to the rear of the house.  Fire Fighters extinguished the fire and prevented fire spread into the house.

Kitchen Fire in the Townhouse in the 3000 Block of Castle Garden Way – Fire unites dispatched for a reported kitchen fire w/ one person burned.  Fire Fighters arrived on-scene with the fire out in the kitchen and found an adult female w/ 15% burns to legs.  Patient was transported by Medic Unit to a local burn center. 

Battalion 5 Incidents

Shady Grove Metro 15900 Block of Somerville Rd. – Fire Units dispatched for a report of an escalator on fire.  Fire Fighters found an overheated escalator motor with no fire.  There were no injuries. 

Laundry Room Fire in the 17000 Block of King James Way – Fire Units dispatched for a report of smoke coming from the laundry room.  Fire Fighters arrived on the scene with smoke coming from Apartment 102.  Fire personnel quickly extinguished a small fire that was found in the apartment.  Fire Investigators were on the scene and determined the fire was accidental. There was $1K damage to the structure and $1K damage to contents of the apartment.  No injuries were reported.   
House Fire in the 16400 Block of Alden Ave – Fire Units were dispatched for a reported house fire.  Fire Fighters arrived on scene and found a small fire in the kitchen which they quickly put out with little damage.  No report of dollar loss.

Investigators Seek Information in Brookeville Fire

Rockville - - - Montgomery County Fire and Explosive Investigators are looking for information from the community regarding a two-alarm fire that destroyed two historic houses in the Brookeville/Olney area of Montgomery County. On Monday, March 28, 2011 firefighters were dispatched to the 300 block of Market Street for the report of a house fire.

Investigators are urging anyone with information to assist in the investigation to call the Montgomery County Fire and Rescue Tip Line at 240-777-2263. Additionally, investigators would like to speak with anyone who may have been in the area from 11:00 p.m. Sunday night through 1:00 a.m. Monday morning and observed anything that may be beneficial to the investigation.

The Tip Line is a non-emergency number and callers can leave information anonymously or speak with an investigator.

National Work Zone Awareness Week 2011

I just learned that this week, April 4-8, is National Work Zone Awareness Week. The theme for this year is "Safer driving. Safer work zones. For everyone."

We could all use a lot more of a safety mentality on our local, regional, and state highways and roads. With that thought in mind, I am passing along tips and statistics from The National Work Zone Safety Information Clearinghouse below.

Why would MCFRS be so interested in a cause such as this? For one our personnel are the people who must respond to these work sites to help those who have been needlessly hurt or worse. The majority of the time we find these to be totally preventable tragedies.

In addition, each and every day, our brave women and men respond to car crashes and must set up our own temporary “Work Zone” on the local roadways. Sad to say, despite following all safety protocol, we have had some of our fire fighters, fire trucks and ambulances placed in peril by drivers who were distracted or worse.

News From the Child Passenger Safety Seat Program

Safe Kids Montgomery County and Montgomery County Fire Rescue’s Car Seat Program are very pleased with the latest car seat recommendations developed by the American Academy of Pediatrics (AAP) that were released on March 21, 2011. The National Highway Traffic Safety Administration (NHTSA) also revised their recommendations for release on the same day. The changes reflect what our car seat program has been advising caregivers to do for the past two and a half years. The policy encourages caregivers to slow the transition from one child restraint to the next. The biggest change for many is the recommendation that children should remain in rear-facing car seats until they have reached the maximum height and weight recommended for their car seat model, or at least the age of two. The new best practice recommendations are listed below. The AAP also suggests to pediatricians that they consult with certified car seat technicians for their expertise. · Best practice recommendation #1 states, “All infants and toddlers should ride in a rear-facing car safety seat (CSS) until they are 2 years of age or until they reach the highest weight or height allowed by the manufacturer of their CSS.”

· Best practice recommendation #2 states, “All children 2 years or older, or those younger than 2 years who have outgrown the rear-facing weight or height limit for their CSS, should use a forward-facing CSS with a harness for as long as possible, up to the highest weight or height allowed by the manufacturer of their CSS.”

· Best practice recommendation #3 states, “All children whose weight or height is above the forward-facing limit for their CSS should use a belt-positioning-booster until the vehicle lap-and-shoulder seat belt fits properly, typically when they have reached 4 feet 9 inches in height and are between 8 and 12 years of age.”

· Best practice recommendation #4 states, “When children are old enough and large enough to use the vehicle seat belt alone, they should always use lap-and-shoulder seat belts for optimal protection.”

· Best practice recommendation #5 states, “All children younger than 13 years of age should be restrained in the rear seats of vehicles for optimal protection.”

Battalion 1 Incidents


Kitchen Fire in the 300 Block of Springloch Rd. Small fire on top of stove w/ extension into cabinets. Fire was extinguished by homeowner. Approximate loss: $5,000

7400 Block New Hampshire Ave. Adult fell from the third floor. Person transported to a local trauma center via Medic Unit 701.

Battalion 3 Incidents

House Fire - Reported fire in the attic in the 400 Block of Autum Wind Way. Fire Units on the scene confirm fire in the attic. Fire quickly brought under control. No injuries to occupants or fire and rescue personnel. Damage estimated @ $25K for the structure and $10K for contents in the house.

18600 block of Barnesville Road - Report of a large barn on fire threatening to spread to the house. Fire units arrived to find a large barn fully involved in fire and not threatening the home. Operation declared to be defensive only (meaning no fire fighters would go inside barn). No reported injuries or displacements, cause of fire and dollar loss TBD

Fire in basement of a Townhouse. 12900 block of Pickering Dr. Engine Company 729 found a small fire in the basement. The cause was combustibles too close to the furnace that then caught fire.

Fire in a building in a compactor unit at the Transfer Station 16100 block of Frederick Road. Fire was found in the compactor. Trash was pushed from the compactor to an open top trailer and then moved to one side of the building and dumped where the fire was extinguished with Aerial Tower 708’s ladder pipe. There was one Fire Fighter injury with a back strain. Fire Fighter transported to hospital for treatment.

Battalion 4 Incidents

2nd Alarm House Fire in the 300 Block of Market Street. Fire Fighters arrived on scene and found 2 abandoned residential structures fully involved in fire. First arriving Command Officer immediately called for the 2nd Alarm. After 2 hours of external fire fighting operations, incident was brought under control. One Fire Fighter was injured. Total loss of structures was $900K.

Fire on the deck of a house in the 18200 Block of Rolling Meadow Way. Fire started when occupants had a fire on the stove and removed a pot to the deck where it eventually started a fire there. $3K damage to the structure and $3K for the contents. No injuries.

Battalion 5 Incidents

House Fire in the 8900 Block of Emory Grove Rd. 911 call came in as a chimney fire. MCFRS Units arrived on the scene and found extension/heavy fire through entire attic. There were no injuries and fire loss to the home was estimated at $130K.

House Fire in the 19100 Block of Rhodes Way. MCFRS Units arrived and found heavy fire conditions in a garage attached to the house. Fire was starting to extend into the house. One Fire Fighter was injured and the total dollar loss is pending.

Gas Leak in the 800 Block of Russell Ave. 2-inch gas line struck near Costco causing major gas leak. Situation quickly brought under control.

Kitchen Fire in the 400 Block of N. Summit Ave. MCFRS Units dispatched for an odor of smoke in the hallway. Fire Fighters found food on the stove in a 2nd floor apartment with an unconscious adult female on the kitchen floor and a 5 year old female in a back bedroom. Adult turned out to be under the influence and left in custody of MC Police. The child was transported to hospital for check up due to smoke inhalation.
